Board of Assessment Appeals (BAA)

The Board of Assessment Appeals (BAA) is designated to serve taxpayers who wish to appeal the valuation of their property.

The BAA meets in March for Real Estate, Personal Property and Supplemental Motor Vehicle assessments, and again in September for Motor Vehicle assessment exclusively.  Legal Notices are printed in local papers prior to each session and additionally announced online in the Town-wide emails for weeks before the scheduled hearing dates. 

To file an appeal during a March hearing date, the taxpayer must submit a completed application on or before February 20.  An appointment will be granted for the taxpayer or an authorized agent to appear before the BAA.  In September, the BAA meets again to hear Motor Vehicle appeals only - NO appointment is granted for this automotive session (you or an authorized agent must attend with a petition and documentation in hand to support the revised assessment being proposed).

It is the duty of the elected members of the Board of Assessment Appeals (BAA) to review each appeal and determine whether the assessment should be reduced, raised, or abstained.  The Board, as required by statue, notifies each taxpayer of their decision in writing. 


The Chester Board of Assessment Appeals will meet on:

  • Monday, March 11, 2024, from 5:30-8 p.m.
  • Tuesday, March 12, 2024, from 5:30-8 p.m.
  • Monday, March 18, 2024, from 5:30-8 p.m.
  • Tuesday, March 19, 2024, from 5:30-8 p.m.           

Sec. 12-111 of the C.G.S. requires written request for an appeal hearing on or before Monday, February 20, 2024.  A postmark date of February 20th or after will not be honored (Public Act 95-283).
